Why doesn't India take the decision to block the flow of the river water to Pakistan?

In the nation's anger and outrage post 26/11, talk of blocking waters that flow into Pakistan is finding increasing acceptability. Such a course, however, would be an unwise proposition. Would it stop terrorism? The answer is no, because a desperate Pakistan, driven to the wall, may actually step it up! Even in the worst times in bilateral relations, including four India-Pakistan Wars, India's commitment to the Indus Waters Treaty of 1960 did not waver in any way. There are many other equally if not more effective diplomatic, economic and coercive measures, currently under way against Pakistan, that would compel it to deliver on the very justifiable and reasonable Indian demands post 26/11.

  • This is a hypothetical question, because Pakistan can never ever dare undertake air attacks on India's cities. To be fair, India and Pakistan have never attacked each other's cities in all the four wars they have fought since their Independence in 1947. This has been a lesson for the world in many ways. Even Pakistan's threat of employment of nuclear weapons, ostensibly against Indian cities, in the unthinkable event of breakdown of nuclear deterrence, lacks credibility. Because the option of retaliatory counter strikes, envisaged in India's nuclear doctrine, would mean the end of the State of Pakistan as one has known.

  • Q: Isn't it the time to start monitoring the movements of refugees in the country?

  • In fact, it is well beyond the time when we should have begun monitoring the movements of illegal immigrants/refugees in our country. This type of demographic aggression has been on in Assam for over 25 years, as a supine Central Government continued to look on helplessly, largely due to vote bank politics. We have, thus, a knack of doing too little too late in security matters. Even now, post 26/11, it is not too late to take whatever measures are considered necessary to monitor and eliminate any possibility of illegal immigrant/refugee inflows at least from now onwards.

  • As thinking Indians, we need to differentiate between rhetoric and reality. Policy cannot be evolved or applied in an environment of anger or outrage. Pakistan too has, over the last two weeks or so, moved quite a bit from its knee-jerk response of being in denial initially. India's post 26/11 actions coercive global diplomatic campaigns have already begun to yield results. In any case, if Pakistan does not deliver, "all options are open" which should serve as an effective warning not just to Pakistan but the international community as well that India may be compelled to employ the military option that is innovative, punishment-inflicting, short and non-escalatory.


  • Q: When the governments of the US, UK and even Israel can take military action against the outfits responsible for the terror attacks in their countries, why is the Indian govt trying only to convince others to take action against its own enemy?

  • Generally, conventional military actions against outfits responsible for terrorist attacks have dubious value. How has US succeeded post 9/11 in Afghanistan as you appear to suggest? They are still at war after 7 years, and that too in the context of their overwhelming military superiority. Israel has been fighting terrorism for two decades, including the current Gaza conflagration and the 2006 Lebanon conflict, where it was perceived to have lost! It is the end-objective or political effect that is sought through military action which is very important. Exhibiting 'macho' military behaviour or merely sending messages domestically or internationally hardly constitutes rationale enough for employment of military force.
